Cities are always becoming and never being, just as Karl Scheffler once described Berlin. The constant change of the city is a social process, changing demands and practices find expression in structural forms. Once a district is built, however, adjustments become infinitely more difficult. How can urban design, and in particular urban layout, promote the reusability of urban structures?
